Leonardo, Enav, UkSATSE sign deal to restore Ukraine’s air traffic system

Leonardo, Enav SpA, and the Ukrainian State Air Traffic Services Enterprise (UkSATSE) have signed a Memorandum of Cooperation to help rebuild Ukraine’s civil air traffic management (ATM) system under the Ukraine Air Traffic Management Restoration and Recovery Plan (UARRP).

The agreement was signed during the Ukrainian Recovery Conference and marks the first coordinated step toward restoring the country’s civil air navigation infrastructure, which has been significantly disrupted due to the conflict with Russia.

As part of the initial phase of this partnership, five en-route primary radar systems and related equipment will be donated to Ukraine. The radar systems are expected to support the re-establishment of Ukraine’s basic air surveillance capability, enabling a phased and secure reopening of the national airspace for civil use.

Leonardo, an aerospace and defense company headquartered in Italy, will supply the radar and technical infrastructure. Enav, Italy’s national air navigation service provider, will contribute operational expertise and consulting. UkSATSE, the Ukrainian air navigation authority, will implement the project and serve as the main beneficiary.

The three parties also agreed to jointly plan and manage future recovery projects under the UARRP and to collaborate with institutional partners to secure long-term financing solutions.

In addition to the Memorandum of Cooperation, Leonardo and Enav signed two Donation Agreements with UkSATSE to formalize the radar transfer. These agreements could lead to further binding arrangements depending on compliance with applicable laws and regulations.

The radar donation is the first material milestone in the broader UARRP strategy, which aims to rebuild a stable civil aviation system aligned with international standards and operational safety requirements.
