Russia’s Federal Security Service (FSB) has detained a citizen of Azerbaijan in Stavropol Krai on suspicion of preparing terrorist attacks under instructions from Ukraine.
The intelligence agency said the suspect had joined a banned Ukrainian terrorist organization and carried out reconnaissance of potential targets, including administrative buildings and transport infrastructure in Yessentuki and Stavropol. He allegedly purchased materials to build improvised explosive devices (IEDs) and stored them in a cache. The man intended to assemble several explosive devices using skills he obtained during service in Special Forces. Components for IEDs, communications equipment, and other evidence of his activities were reportedly seized.
A criminal case has been opened against the detainee on charges of preparing a terrorist act.
